Was just playing portal today, Bout 1 hour later i quit the game, And the corner of my eye spotted my cpu and gpu usage, my gpu was hanging around 30% while my cpu was going all over the place from 1% to 95% within seconds

Does this mean anything?

I have noticed the cpu gauge go wild on my computer when I'm not even doing anything lol. I doubt it is anything problematic, probably to do with some setting, possibly Cool n Quiet like LuckySe7ens said. Unless it actually seems to show some problem I wouldn't worry.

I think it's the IEST function, where your CPU starts at a low ghz value and only goes up to your set value when it needs it.

Nothing wrong, just CPU throttling. When running a game it runs at 3.0 ghz, and then it drops to ~1ghz when you aren't doing anything that requires a lot of CPU processing.

EIST is how it is properly spelled (Enhanced Intel Speedstep Technology) and it is the Intel version of Cool-n-Quiet. The CPU throttling (CnQ) maybe working improperly on your motherboard - in which case I would recommend you disable it, but only IF it is working improperly. If not, keep it on.
Of course it is possible that Portal is simply not using either your CPU or GPU. What are your framerates?

Portal isn't that hard too run. The world is fairly simplistic, and little has to go into rendering and such because it is room by room for the most part.
