not able to stay idle, help please

I currently reinstalled my windows and reseated the cooler. everything set as before and running no problem. the only problem I have is that the system won't stay idle. it will bump back to 16X for a second and bump up to 45X for 10 seconds and then bumping back again. I also tried stock, the same thing happen, won't stay idle, 16X for a second and then 34X for 10 seconds. all programs are not running. all features enable in bios, such as HT, C1E, C3/C6, EIST, CPU Theraml Monitor, also those fan failure warnings, the same setting as before. anyone knows why and how to fix it? thank you in advance.

You have something running in background, or something trying to connect to net. Run task manager and see what uses cpu when it jumps. if that doesnt show it get process explorer or autoruns.

all settings the same as before.

running bitdefender and firefox the same as before and I was able to get idle after 5mins if I didn't touch anything.

right now, even I use the min start up, no bitdefender, no other programs, the cpu's multiple still fluctuated, and always stay at the upper side.

wonder if using different power option then. you can go to control panel then power options, try different ones, also go to advanced after clicking on a power option and see if cpu minimum processor is set to 5%. But if something is using cpu cycles in task manager, that wont help.

thank you. this helps a little. I set the power plan from performance back to balance. it's better now, but it's still worse than before and can't keep the system idle. I couldn't find the cpu minimum processor in power option, is this only for laptop?

Turn off C1E and Speedstep and all other power saving features and look again see if that helps

in power options, hit change plan settings on right>>change advanced power settings on bottom>>then on popup find processor power management, then you will find it.

Why would he want to do that, he's trying to STAY idle.

Try disabling C3/C6 states, and keep C1E and SpeedStep enabled. C3/C6 cause a lost of issues with idling.

Also, change your power options in Windows.
