SCII Random Down Clocking

I don't know why but I'm getting really bad performance out of my gtx 570. It randomly down clocks it to 405/ 810 from factory clock of 845/1690. I'm getting lower then 30 fps with high setting even when its not down clocked. I am also using the latest driver. I know that I'm currently bottle necked but I had a 9800 gtx which ran higher then that. So any idea whats going on and what I can do?

In your nvidia control panel go to the "manage 3d settings" heading on the left hand side. Now under the global settings there should be an option to change the "power management mode". Set this to "prefer maximum performance"

Change that, give it a try then let us know how you got on.

Nop still the same thing, I'm only using 10% of my gpu with under 50 Celsius

Strange, I just tested my hd 5750 and I had higher fps at the beginning then it down clocked itself as well.
