VGN-AR290G Beep Code

My grandparents gave me a VGN-AR290G Sony Vaio laptop because they couldn't get it to turn on and it gave them a beep code of 1 long, 2 short.

I thought i could fix it by switching the ram around and plugging the graphics card in better, but its still the same.

I am guessing that if i put new laptop ram into the thing it will fix the problem but I need some help or a second opinion here.

a google search indicated its a video controller issue, when u turn it on, does it POST? does the cpu fan spin?

if by post you mean the light turn on and it gives me a beep code then yes
and i am going to check the fan right now

EDIT 1: the fan does not spin when turned on
