need help adjusting cpu fan speed

hello i have problems adjusting cpu fan speed

bios shows cpu temps about 50-55 celcius
speedfan shows about 30-35 celcius for each core

it spins at a constant 3000 rpm (its max speed) and makes noise,i want to lower it down for less noise since its overkill speed atm

things i have tried
_unplugged and plugged the fan header to the cpu fan slot
_adjusted target temp to 70 celcius in bios (currently disabled)

there are no other cpu fan controls other than choosing target temp and letting bios handle it in the bios

speedfan recognizes my cpu temps and my sensors but doesn't let me change any fan speed

faulty hs ? faulty mobo header ?
or is it normal ?

reseat your hs, and replace the thermal paste, if temps improve you are good, if its at max speed at 55 i presume it's an amd.

can you post your rig up so we know what hardware we are working with? it makes a pretty substantial difference depending if its intel or amd

Please edit your rig specs in the User Cp so we can help you.

In the bios there must be an option under Hardware monitoring to adjust the fan speed accordingly to cpu temp.

The obvious solution would be a fan controller. You can also buy a fan with a pre-installed fan controller...

You should expect same variability between the two, but 15 degrees is ridiculous.

i wasn't on the computer for a while,thanks for the replies

my cpu is intel i5-2500 (not the k model)
my cpu cooler is Akasa AK-CCE-7103EP (

)
my mobo is MSI H61MU-E35
my os is win7 ultimate 64bit
i flashed to the latest bios before installing os

i thinned the preapplied thermal paste and installed
the heatsink is cool to the touch so i doubt its 50+ celcius

as i have said i tried to set it to 70 celcius target temperature to see if it would slow down,still spinned at max speed

there is no change in fan speed before or after post either,so im guessing something is preventing pwm control but i may be wrong
