HD5770 Stuck in 2D CLOCKS!!

Ok, my VTX Radeon HD5770 is annoying me recently.
It keeps getting stuck at 400/900, instead of 850/1200.
Before when it did this, if I OC'd it wouldnt stick anymore, but even now with it OC'd it sticks at 2D clocks.
I am assuming this is a driver bug, its very annoying since it means my FPS gets cut in half and its very jumpy.
Any fixed for this?

--FYI-- I did a fresh Windows install with a fresh install of 11.6 so its not a leftover driver problem, also it happens with the multiple different drivers I have tried recently.

Try ATI/AMD driver 11.4.I have issues when using the 11.5/11.6 drivers with my cards.

Well I dont really like Furmark/OCCT since they kill cards.

I know there are some applications/plugins that interfere with hardware acceleration which forces your card to stay in 2D clocks. That's one thing I'm checking for.

I also want to see temps, to see if your card is auto-down throttling itself to 2D clocks to prevent overheating.

And lastly just to check for unusual GPU usage or temperature fluctuation patterns. I've had problems related to this before.

Its in BFBC2, 99% GPU Useage, Temps max out at 60c.

I would get this with cards (AMD or Nvidia) after the driver crashes and recovers, it gets stuck in the higher 2D clocks until you reboot. If you keep the machine on 24/7 and are away from it, it could have crashed you might have missed it, and it's stuck in 2D clocks.

Do as others have said above, though I'd be flashing it with another BIOS.

Do you see BSODs? My 5750 used to crash in 2D-mode until I flashed it for a higher idle voltage.
