Why would CPU fan speed up when computer is left idle?

As soon as I touch the keyboard or move the mouse the fan starts slowing down. I'm using Windows 7 32-bit and the power options have been reset to default. Thank you..

Windows 7 performs various tasks when the PC is left idle for a while. It defrags, it caches frequently used programs etc...

Hmm... I guess it could be Norton's.. I'll check it out, however there's no way it should cause it to speed up as loud as it is getting.. It sounds it's running at 100%

An AV background scan does not stop when the user moves the mouse. Then again I don't know how cancer-for-the-PC (Norton) works.

leave task manager open and see what the CPU is running at right before you moved the mouse.
