I've heard several times now that IPS panel monitors are the way to go. This LG IPS226V-PN is pretty much the cheapest IPS panel monitor on the market. I see the same one refurbished on eBay for $155 shipped. Is this monitor really better than my Acer X213Hbid? I want three monitors and am having trouble finding 2 of the Acer monitor I have for a reasonable price.

Yes and no.

Yes, the colors are amazing and the picture just looks great on games, especially racing.

No, it does have some bleeding, but not enough for me to pay an extra 60-100 for a better monitor.

TL:dr Great colors for cheap.

I do own this monitor, and I love it. I bought the non ips version and the ips version and played with them the same day.

I returned the non ips. If bleed is something that may bother you, look elsewhere. Doesn't bother me for $150(what I paid).
