Those were all shot with the same lens I used for the sunset shot, and to me they look completely different, yet I use almost the same amount of sharpening and contrast on everything, and it's usually not too much. I feel things start to look cartoony with too much sharpening and contrast.
I am trying to figure out what I am doing wrong so I can correct it, and I'd appreciate any input.

What lens are you using? Are you shooting RAW? How about focus point and aperture settings? A couple of those have better sharpness, but they're still primarily soft. I'm speaking only on technicals here, of course.

Its the Sigma 18-50 f2.8 Shot at 23mm f11 I tried both focusing to infinity manually, and also letting the camera auto focus on the large lower middle cloud mass. My shots are all in raw. If I meter for the ground, the sky will be overexposed.

If you plan to take a lot of shots like this, buy a Cokin/Lee kit with grad NDs. You can only replicate them to an extent in post -- does the D90 have whatever the Nikon equivalent to HTP is? You can try using that to keep from blowing highs without a grad.

Nikon has something called Active d lighting that is supposed to restore shadow and highlights in high contrast areas. Maybe I'll crank it up to high and try again tomorrow. ND filters are on my list to get, but I don't do as much landscapes as I do urban photography so it hasn't been a big priority. I'll try to go +1 EV and see what happens around 8:30 tomorrow night!

Those are all shot in raw. autofocus on. Is it possible that I am just that consistently bad or is it more likely the lens?

Shoot something inside the house like a beer bottle on a table, at varying focal lengths and aperture settings. My money's on the lens, your softness is way too consistent to be intermittent human error.

I'll play around with that tomorrow. Its getting late. I'm also going to compare it to my Nikkor 18-55 kit lens. A little soft or not, its still fine for the print sizes I'm making. I just won't do any 20x30's with that lens.

One of the things I hate seeing is a faulty piece of equipment ruining someone's desire to continue a hobby which makes them happy. I see it all the time racing RC, young kids get real pumped to get their buggy out on the track and pout when they send their first shock tower 20 yards from where it should be.
