Graphics Choppy in WoW...TRIED EVERYTHING

Hey everyone, I'm new to the forum so I hope I'm posting in the correct place.

My problem started about 3 weeks ago when my computer kept freezing up on me randomly, but about 4-5 times a day. I found out that was a hard drive issue and the freezing issue is now gone. My new problem is below!!

My issue:

When I'm in game standing still my graphics are 100% fine and I'm sitting around 70fps. As soon as I start moving, strafing, basically anything other than sitting still, my graphics start to jump and slow down a fair bit. My fps doesn't drop, but the graphics stutter a bit.

Computer Specs

PSU: Antec 650 Watts
GFX: ATI Radeon HD 5670 1GB GDDR5
CPU: AMD Phenom II x840 3.2ghz Quad-Core
RAM: 4GB Crucial PC3-10600 1333mhz DDR3
MOBO: MSI 880GM-E43
OS: Windows 7 (64-Bit)

What I've tried:

1) The first thing I thought was hmmm.....graphics issue after updating my latest driver. I bought a new graphics card, pretty crummy one at that, but it ran "Good" settings in WoW at around 40-60fps. I continued to have the same problem as before with the stuttering.

2) I returned the graphics card and instead bought a new processor just in case that was causing an issue. It didn't help at all either!

3) I kept the processor as it was a little upgrade for a low price and went after some RAM, I bought 4 gigs of Corsair XMS3 PC3-12800 DDR3 and still had the same issues.

4) Today I returned the RAM and considered it being a motherboard problem as I had recently flashed my mobo, but after hooking everything up I'm sad to say the same issue is still occurring.

WoW Settings

I used to run everything on "High" settings with around 60fps no problem. I installed ATI's latest drivers and shortly after decided to reformat my PC as I was having a freezing issue, which was related to a bad old hard drive as mentioned above. My point here is that it now doesn't matter what settings I play on, the problem is still clearly there but gets worse if I move it up from anything other than "Low". I also have V-Sync turned on otherwise my screen tears noticeably and I'm running it in DX11.




Any help would be greatly appreciated because at this point I'm basically left clueless. I've replaced some serious parts and still have an issue after reformatting quite a few times.

I'm not too great with computers, not 100% sure what that means. I'm guessing your saying my CPU is greater than my GPU?

Also I forgot to add that I've been running this setup for 11 months without any problem until recently.

did you try locking the PCI-E freq or at least set it to 100? Or lock the PCI bus at 33?

edit : nvm 3.2 is stock clocks

I've never overclocked anything =/ I don't even know how to do it. Everything is stock and I haven't changed any settings.

I also have a 5670 but with a 1.8 dual core runs fine.

Yep, my GPU fan is spinning. I have two case fans that are both going well, my CPU heatsink fan is going great, and my PSU fan looks to be going well also.

Nope. Not with a mid-range ATI card on a Phenom @ 3.2GHz.
Make sure your PCI lane is running at full speed, if it is ill still think Driver issues.
