Phew! I finally found a bruteforce way to effect my will!

If windows7 keeps resetting your virtual memory on your primary drive (when you explicity disable it), there is a registry fix.

open regedit and navigate to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Diagnostics\PerfTrack\ TraceProfile

You'll see a Dword called "AttemptedDisablePagingExecutive". Open it and change the value from '0' to '1'.

Now go disable VM on your primary drive, and restart. YAY! Windows won't reset it to 16GB (in my case, cus I have 16gb memory). Enjoy.
