Cannot use sound card from cold boot

Pretty much what the title says. I cannot use my Creative X-Fi Titanium until I do a warm boot. Card is properly seated (and reseated). When I cold boot, Windows 7 unless says that the card could not find enough resources to start, but recognizes it's there.

When I reset the system, my card comes up fine, not even needing to reinstall drivers. I've completely default the BIOS, and the problem remains. The only hardware change I've had with this mobo is the RAM, which I've purchase G.Skill Ripjaws 2x4GB DDR3 1333 CL9 1.5v. I'm not even running them at the rated speed, and even bumped up the VRAM a little bit, 1.55v.

I would think it would come to a watchdog error, but I don't even get those. I'm not sure what to do at this point. =( Someone has mentioned prioritizing IRQs in the EVGA forum, but I'm not sure if that will work. I've temporarily fixed the problem by pulling my 9500GT used as a PhysX card and stuck the sound card in the PCIe x4 slot.

I could put the sound card right under the video card, but there's virtually ZERO clearance (and the nice smell of scorched silicone remains in my apartment). Maybe a clean install will fix the problem?
