So the deal is....all the unlocked cores are technically defective, and it's just a matter of luck whether they run? And even if they run there's a chance they will not perform like a normal core (handling stress under full loads etc...) because their defective?

How did they decide they were defective?
Why do some work if their defective?

How has your 970T performed after unlocking?

I might just end up going for a 1090T upgrade on my current board and have $170 left over for a gfx card.

I thought it would be a better deal to buy that motherboard and unlock because I would be getting usb 3.0, and SATA3, aswell as the ability to overclock (my current board doesn't unlock or overclock). That way I would eventually have 2 fast X6 computers when I could afford to put a cpu like the 1090T in the old board.

I didn't mention that I plan to use the computer to watch hd encoded video and use both the cpu and gpu for Boinc and Folding.

They might not be defective, a fair amount (I won't say most) have them locked to meet demand for certain price ranges.

interesting... I think I will give it a try. Even if it doesn't unlock I could still overclock the stock 4 cores. Is there a chance I might damage the chip while attempting to unlock even if I don't mess around w/ voltages? It didn't mention that in the "consequences of unlocking" part of the guide.

no just clear the cmos and you will be back to normal operation without any damage

Right now I'm pretty much running all of that except the GFX card on a 250watt power supply. The card says it needs atleast a 400W PSU. The only thing I would add to the system in the future that would use more power would be more fans and an internal sata3 HD, maybe a Blu-ray writer.
