Like I said about the RAM. If you are doing something RAM intensive then go for it. And the series doesn't matter as much as the rating. You want to go with the highest frequency and the tightest timings that you can afford.

Power Supply wise I would switch out that power supply simply because the HX1000 is not that great of a power supply any more and is way over priced for the performance.

Adding Water Cooling to your setup is probably going to push you a decent amount over your budget.

Let's say you just wanted to have a CPU loop, a good starter kit is the XSPC Rasa RS240 which is enough to cool just the CPU. That is $129.99

If you wanted to also cool your two GPUs, you would need to add another pump($75), another radiator($75-100) and waterblocks for each GPU ($100-150 each) plus tubing and fittings(varies depending on what you want; barbs vs compression $3-18 each)

You're looking at about $500+ to cool the CPU + GPU

It would be nice to cool those 580s but I think you're already at your $4k budget once you add OS.

I actually don't think that the EVGA 3gb 580s have a water block out for them. But as previously stated if you do find a block for the 580s and decide to watercool you're looking at between $400 and $500 depending on what you decide to get.
