Here is an idea for you, go too one of the automotive paint sites on line-they all have videos of how to use there canned spray paint, pick out one that they are prepairing and painting plastic or fiberglass parts, than you will have a first hand account on how to get the best job done.

Sanding is your best bet,and yes it will take time to get it the way you want. Automotive paints are better any way.
Yes it can be done, didn't mean to mislead but with cost of stripper and chance it's not perfectly clean is just not worth it.

Key to painting is patients and very very fine coats.

I build and paint models as my main hobby. There are quite a few ways to get paint off various forms of plastic whether delicate or not. One of the best solutions is using Easy-Off oven cleaner.

Do this outside with eye protection and gloves. This will be messy and harmful to your eyes and irritating to your skin.

Take said item and place it in a plastic bag (make sure there are no holes in it of course.)
Dowse the item with either the aerosol or non aerosol spray version of EasyOff.
Wait 45-60 minutes and remove the item from the bag.
Lightly scrub the item with a soft bristle brush under warm/hot water.

Usually with new/fresh paint...all it takes is one try. But if the paint is older, expect 2-3 times of repeated application.

Again, there are several different methods of doing this with other chemicals such as D.O.T. 3 or 5 brake fluid or strippers designed for plastic like Testors EOL or Chameleon paint stripper, but the Easy-Off method is one of the less messy, cheap, and proven non-damaging to plastic from experience.
