These three threads/articles are great references for fan noise and airflow.

In my personal experience the following fans have worked well as far as noise/airflow go.

Low speed Yate Loons
Enermax T.B Silence
Thermalright X-Silent 120
Scythe Gentle Typhoons (1450 model specifically)
Noiseblocker 120mm fans.
Gelid Silent 12s.

For me, anything over 1250-1300rpm is too loud (Not counting the Typhoon) but noise is subjective.

The Coolermaster R4 would likely be alright if you undervolted it but at max speed it's very loud.

Maybe if you undervolt it but at standard speed that fan is extremely audible.

I have 3 AP-15's and at full speed the only thing I here from my PC is my old D4 pump

My case sits right next to my ear and I have no side panel, heck even my RAID 0 is louder then the 3 fans

Get some Gentle Typhoons.
They are good!
I have couple AP-14's and couple of AP-15's. (1450 & 1850 rpm models)
If you have the means to control the speed on them, then get the 1850rpm ones.
If you don't, well then get 1150rpm or 1450rpm.

Your three best options sirsaechao are the Noiseblocker M12-S2, the Noctua NF-P12 and the Zalman ZM-SF3.

Out of all of them I'd go for either the Noctua or the Noiseblocker, both have excellent customer support if a bearing ever goes bad. Noctua has one up even Noiseblocker imo, though Noiseblocker goes through FrozenCPU and they are awesome.

Avoid SilenX like the plague though... hit SPCR and you'll see why, specs are great but the fans don't last for squat. Sure they get replaced, but the constant replacing gets tiresome.
R4's are silent depending on where you install it. If you install it on the case, the vibration and the sheer speed of the fan would make it noisy. If you install it on a heat sink however, it's dead silent.

An R4 running at max speed is going to be quite audible regardless of whether it's mounted to a heatsink or a case fan port. Rubber screws might help but at 12v this fan is not silent. If you get this fan you'd want to drop down the rpms with a controller or a resistor cable.

2000 rpm fans cannot be silent. Unless you have lots of ambient noise covering it (TV, A/C, louder fans), you will notice this fan.

There is NOT one review on the net about R4-L2R-20CK-GP or fan roundup My roundup is the only one that has it, that i did for myself. Many others fall into that category they had a coolermaster and it was rubish and think it is the same
