Ok, so lets try this.
set your cpu vcore to 1.35v
set your cpu pll to 1.60v
from stock, increase your FSB to 345
Reboot, and hope it get to windows.

Hopefully you have a G0 stepping Q6600 & not the B1 stepping.
I've never OCed a Q6600 on a EVGA nForce 780i, that said.
It will take a bit of tweaking to get 3.4 / 3.6, hopefully the board & CPU will do 400 or better FSB.
Best to start by taking your memory out of the picture. Drop it to a low divider & losen timings.
Your going to need some good cooling as well. I don't see what type of CPU cooler your running posted?

I'm at my bios right now. Under "FSB & Memory Config" all I see for memory is the following...

FSB - Memory Clock Mode [Unlinked]
FSB - Memory Ration Auto
FSB (QDR), MHz [1425] (closest to 3.2 I could get. it's 3206.3)
Actual FSB (QDR), MHz 1425.0
Mem (DDR), MHz [1425]
Actual MEM (DDR), MHz 791.7


EDIT: after market cooler, some one I got from best buy.

You can also use 1:1 and as long as the FSB is 400mhz or below your ram will not go above its rated speed. 1:1 means that RAM will run at FSB frequency.
