oh well that bios is exactly like my 790i. Did you make sure to turn off all of the energy saving features like in this image




EDIT: Holy crap that is kinda high for a vid...never seen on that high before. And are those idle temps? Cause if they are WOW is all i gotta say.

Ok i just googled your cooler you are gonna need something better then that.

I never liked to take mine much over 65c at full load.
I'd try for 9x356. that should get you 3.2Ghz
1.33v 1.34v should get it there, hopefully less.
Just keep a eye on those temps.

And ouch man... really ouch... 1.325v vid is pretty bad.... I am going to say is 1.5v for 3.6, maybe more.

Also your TjMax is 90C. set coretemp to read this properly

Not if your using the stock Intel cpu cooler that came with your cpu! They are good for about a 400MHz overclock.
