In a lot of situations, sure. Not every situation will be nearly as bad as BFBC2 though, as it is a pretty cpu-intensive game. Fire up Metro at VH settings, for example, a q6600 will do just as well as an i7. But overall, I agree. The possibility of frequent CPU BN is definitely there.
One thing that complicates the diagnosis somewhat though is how sketchy GPU usage has always been with Fermi cards in multi-player of BFBC2 ... it's a lot better nowadays, but it's a long-standing issue.
I will also add that if you see better FPS w/a single card than with two, yet you know SLI is supported (i.e. you get equal usage on both cards), that too is an indication of a bad CPU BN in the scenario you're seeing it under. This can happen because SLI adds a pretty significant CPU load, managing two cards is a lot of work. If you have a bad-enough CPU BN, one card will often be faster than two for this reason.
