I don't have another one laying around, same goes for Ram.

Does you're motherboard have a MemOK button?
My build had the same problem, it had a red light towards the bottom right corner lit up, but nothing would work. Checked cables, flipped the psu switch a couple times, hit the power button and it finally turned on. But I had to use the MemOK button to get it to show something.

Yes it does have a MemOk button and it was suggested in another thread the OP was apart of, but if I'm not mistaken it will never get that far if the CPU Light is on. I think order is CPU, DRAM, VGA, Boot Device.
