will this psu fit in my case?

Ultra X4 400-Watt Modular Power Supply - 90mm Fan, MicroATX fit in ft03

it say it can fit up to 180mm but if i try to install it will the screws fit?

No. The FT03s specifications on the silverstone site say that it only works with standard ATX power supplies.

Both are 80 plus Bronze certified and from what i've heard are very reliable

No, the FT03 takes normal ATX size power supplies, just those that aren't really long. Look at the picture in your first link. That power supply is not wide or tall enough to fit normally.

Also, that Ultra X4 is a 400W unit with no APFC and only claiming 21A on +12V (252W, really low) so may be unsuitable anyway.

What are you going to be powering?

252w?

im not using a gpu im gonna be using apu and i need psu with 400w thats 100% Modular ATX then im gonna remove the fan and put a green LED in it
