Reread my above post as I have edited in where to find the scaling in the Nvidia Control Panel (in Adjust Desktop Size and Position).

Try the few options there.

It depends on the games or applications. Some will and some will not.

Because it's HDMI. You must adjust the overscan settings to make it fit.

You'll run into a lot of scaling issues with HDMI. Did you happen to find any options on your monitor like the one I mentioned?

That's just for VGA.

I think it is not the inability of your monitor but rather the driver's of the graphics card.
As your monitor is a newly released model (just last month?), its 'EDID' has not been included with the Nvidia driver. So, when you use the HDMI connection, the driver thinks the monitor is a HDTV (which is most often connected via its HDMI) and so it overscans. If the monitor is really a HDTV, this could be just perfect. But since it is not, the overscan is not justified.

When a connection is made via the VGA, the driver thinks the display is a monitor and so no overscanning takes place.
