Iv tried overclocking but my motherboard sais no, Again why I thought it would be better to sell and start new. So if the cpu's bottlenecked would I gain much performance from a new gtx 570?

I agree with the above, wait for Ivy Bridge.
If you want to look at it that way yes.

There's never a 'right' time to upgrade

One thing comes in the next goes out.

As long as you stay within budget and it does what you want it it the rest is just bragging rights.

I agree, I usually never upgrade my system one part at a time when it comes to core components. Mainly because you lose the whole balance factor between your components when you have a tight budget.

OP, find one component that excels at the program/activity you like and you could not possibly live without and then build your computer around balancing out that one component. That's my suggestion

I just want to do something which would be best for money/performance so I wouldnt want to spend more than 1000euro or $1400 on a new system. I was hoping I could get around 500euro for my current computer and the gtx 570 is around 291euro so I would only need to spend around another 300euro for the rest of the system with the 500euro I (might get) from my old computer. I dont want to buy a GTx 570 only to find out I'm not getting much more performance since its bottlenecking my cpu.

I'm doing the exact same thing. Got these parts so far;

Case: Antec 902
PSU: Be Quiet 680W Modular
Mobo: MSI P67A-GD53 (B3)
RAM: Corsair Memory XMS3 4GB 1600 MHz
HDD: 1TB Samsung HD103SJ SpinPoint F3 SATA-II
CD/DVD: Reused from old PC
Monitor: Some 23" 1920 X 1080 for cheap

And waiting for the prices of the MSI GTX570 (N570GTX) and the i7 2600K to go down. Spent £400, waiting to spend £400 on the last two parts.

I was originally going to get an i5 2500K and a 560ti or SLI 460/480's, but I want Hyperthreading (for folding, gaming, image/video editing and higher default clock) and one of the newest and best GPUs with more CUDA cores.

I wouldnt want to be without a computer for that long tho so I would buy everything at the same time and try and stay under 1000euro, hopefully getting a good amount of money for my entire current system to help towards that.

Should be still ok with that cpu

It's not going to wow you but i doubt it will bottle neck single gtx 570

Could be wrong though.

Your call.

How come you can't over clock it
