Bottleneck = slow component holding others back.
Think of the neck of a bottle.
If you make the neck of the bottle smaller, it will obviously hold the rest of the bottle's potential energy back further.

Others appear to be answering as though you were asking about clocking the CPU down. If you clock the CPU, which is likely the bottleneck (?), down, you will drop in performance, yes.

card is the bottleneck not the cpu

so i thought i would get the same performance as long as i kept the card at 100%

I run SC2 on my sig. rig and get 144FPS never worried about GPU usage
as SC2 is DX9 and heavily dependent on CPU

It is a known fact that v-sync causes issues with SC2, turn it off

Do you have HT on or off?

I noticed that with HT off SC2 will lag when screen is loaded with max PSI
usage, a specially in campaign mode
what is HT?
