Cable is shared. The issue is more people on the internet.
As with the cost. It is general consensus that our current backbone cannot handle the boom of shared data and streaming. The actual cost doesn't seem to factor in expansion and replacement of lines. Also there might be an issue of a data cap that the ISP has to deal with also.
Who knows without a reliable source. Not just some sensationalist news article.
