If it was me I would try and RMA the device, if the RMA was denied I would sell it and by a replacement, I can't stand noise like that.

It can be hard to pin point the source due to the high frequency of the whine but if you open your case and get your ear right up to the common culprits, the power supply, the video card and then the mobo, you can figure out which component it is.

The noise is coming from CPU/ram area.

Do you think it could be my PSU or is it just the mobo?

Also the +12V line comes up at +8V in HW monitor and Speedfan. Is that normal?

The Corsair RMA was approved... waiting on mobo... should I RMA the mobo or both?

Well since you said it's coming from the CPU and ram area I think it's the motherboard. But that doesn't rule out the possibility that it could be the PSU so I would RMA both if you can because you can't use the PC anyways since it does not have a PSU.

If you can, try switching the Phase PWM in your BIOS if it's only doing it at idle. I agree with what was said earlier, it's probably that the all the phases are active even though the power draw is much less.

You should see it under Green Power -> CPU Phase Control.

Try each mode and see which works. If it were me, I'd try disabling it last since I like not having all my phases running all the time.
