Macho beats the HR-02 in stock configuration because the Macho comes with a fan and the HR-02 doesn't.

I found this review though which compares the two fan-wise and they seem pretty close with the HR-02 edging out the Macho by a degree or two.

Obviously the HR-02 Macho has the better value of the two and I'd heartily recommend it if it's size isn't an issue.

Rather than passive it'd be best to run this with the fan at 7 volts because Silentpcreview established that it's just about inaudible at that range and cooling would be that much better with some air going over the heatsink without adding to the noise level. Which could be easily accomplished with something like this.

They did test the two with the same fans in the [H] review. They performed more or less the same. It looks like the site in your link is using a slower fan which might be more representative of passive performance.
