Noctua NH-D14 fans: cfm vs static pressure

So I got this Noctua NH-D14 in my new case and I was figuring out fan setup and airflow. I stumbled upon a question regarding the difference between CFM and static pressure of fans. If I'm right CFM stands for amount of air moved by the fan, and static pressure reflects how strong the fan is in blowing/sucking air in obstricted area.

So why is it the D14 comes with 2 fans with extremely big CFM, and extremely low static pressure? Shouldn't it be the other way around to force the air through the cooler under pressure? I'm considering swapping my case fans (CM Blade Masters) and CPU fans for this reason.

Apparently the D14 has little resistance - not like a rad. I'm finding that high cfm fans do better than high static pressure fans. Partway through fan testing now.

lower air resistance heatsinks allow for low pressure fans... for less noise

the air mass is what takes the heat away, so you always want higher CFM for more air flow
