Edit: better way to say it is when it down clocks to .975 I have problems. When i use constant voltage in Afterburner, and set volts to at least 1.1v its just fine.
But apparently I get a high-pitched noise when I open up ATITool artifact test, which probably comes from capacitors.

Now I am only suspecting the PSU or the GPU. After identifying on another computer I'll just have to RMA what is not good.

I dont think your PSU or anything else will cause the artifacts. 99% sure the video card is the problem. Maybe get a cheap replacement and send back 5870 and hope for a 6950 in return. I bought a GTX 465 for $110 bucks and it turned out to be a GTX 470, I didnt lose much power.
