It's normal yes, that's a power-saving feature. You can switch your Windows power plan to High Performance to keep the multi on max

Mate thanks for replying , I was completely wrong .. The NB multiplier has nothing to do with the error , its rather the clock ratio , whenever i go any higher than 220 ( With 3.33 Ram multiplier which keeps it close to stock and x9 NB multiplier) I get the 2 long beeps before launch and the error("Warning System is now in safe-mode please reset the CMOS frequency") , with 220 i get 3.3GHz which is good and all but far from my target of 3.4Ghz-3.5Ghz , My guess is that with default voltage i cannot go any higher than 220 , if i want to set it on 233 , how much voltage increase do u suggest? or if the voltage increase is not the problem then what is?

Extra: Here is a pic of CPU-Z after i set it to 220 which is max.

That CPU is safe up until 1.5. Of course, that doesn't mean you should punish it with 1.5v. Just increase little by little, in 0.05v steps, as you raise the clock, untill you hit temperature of 65C load. At that point, don't OC any further.

Hmm ,I have gone all the way to adding +0.150V which made it 1.5V and still could not even go for 221 , while i can make the voltage higher than that , i am starting to believe its not the voltage , as if +0.150V did not even give me +1 .. and i need +13 , then i will fry the CPU before reaching 3.5GHz , If its not the voltage , what do u suggest? while there is a Press F1 to continue when i get that error , i did no try it before
should i try that? should i change any other things voltage? maybe NB or something?

In General , What do you suggest?

Lower the voltage and buy a cheap AM3 mobo with cheap Kingston DDR3 and enjoy 4Ghz + great performance

Hey there dude i own the same processor and i have overclocked it to 3.75ghz and it is stable after running prime 95 and the intel burn in test which are both reliable. My temps idle around 45c and with prime 95 it reached 67 on full load but actually never goes above 63c while playing extremely intensive cpu games and 63c is when the processor usage is at 100%. I'm using the stock cooler and this processor is really good for the price it comes at. If you ever need any help overclocking your processor you can be free to ask me and yeah i could fill you in on all details such as vcore,ht link and cpu nb frequency. My vcore is at 1.424 and the clock frequency is at 3.75ghz and its absolutely stable. This processor does good at an overclocked speed and overclocking it is quite easy

Lower the HT link and start pushing the FSB up in small increments. Manually lower the RAM speeds as that would help in yielding a higher and more stable overclock, set the dividers and ratio accordingly. NEVER EVER go beyond 1.5V on the CPU VCore unless your on water cooling. With the the X2 250, it's an easy oc to 3.8 Ghz on air. Ultimately whatever oc u do achieve, make a note of the RAM speed. The NB frequency needs to to correspond accordingly otherwise your going to hit bottlenecks. The NB frequency should be 3 times the non multiplied RAM clocks. For e.g, if your running at 1600 Mhz, the clock frequency would be 800 Mhz. So your NB should be at 3 times 800= 2400 Mhz. Keep a check on the voltages though.

With an FSB of 245, you shouldn't be topping out at more than 1.42v on the X2 250
