Applying a bit of lateral thinking, could I get away with a single rail PSU if I selected one with a higher wattage? Thus, would that 675w ToughPower do?

I don't know... With that much power being used while powering on it might enable OCP which will shut the computer down... I really recommend the muti rail PSU's though...

That is really expensive... It is gold rated though and would save you some cash on your power bill. It would work though and it is a great PSU.

I've just re-read this and had a thought - wouldn't a multi-rail PSU increase the chance of OCP kicking in. I mean, isn't that the point of multi-rail?

Yes but if you balance it correctly each rail will not take too much voltage. One single rail will be at it's max with that setup causing it to shut off.

But on a single rail, the OCP won't kick in until that current rating is exceeded, right? So that Thermaltake unit that I originally linked to is rated for 48A on it's single rail, which is equivalent to 575W. So assuming that 12 HHDs will use 360w in one go, and that my CPU has a total power draw of 65W and despite not factoring in motherboard power draw - shouldn't I be OK?

Not the original one. The one I posted would work. I'm assuming that each fan is using 20w so add everything together and at startup you should be using around 600w. So get the Toughpower that I linked if not the Antec or the Enermax.
