Could i add thermal paste after it has dried?
nooooo. Thermal paste is only meant to fill the microscopic lascerations in the metal for the CPU and the Block. you want as little thermal compound as possible while still covering enough of the CPU.
if both surfaces were truly flat with no defects, then you wouldn't want the thermal compound since it would be a perfect contact. this unfortunatley, is a bit out of reach for our current technology.
if you're worried that you seated it incorrectly, then try reseating the block. make sure you clean ALL of the old paste off before putting new paste on.
check out one of my older threads for a bit more info on this topic.http://www.overclock.net/other-cooling-discussions/1061317-what-best-thermal-compound-application-method.html
