Framerate capped at 30fps issue in JUst Cause 2 (with video) why is this happening?

First off sorry about the video i filmed it with my iphone it was the only way i could show everything easily.

I hope youtube didnt compress it too much so you can still see the numbers


Dont know why there is no sound. i explained everything but, anyway

For those who are too lazy to watch or couldnt see what it said.
Basically my framerate is fine at 60fps on the roads even though my GPU usage isnt full
But when i turn into the bush it drops to 30 flat.
Then my gpu usage goes down and my cores on my cpu do less work too so something is going on.

I know i dont have a beast machine and i understand i wouldnt get 60 at all times but its just so wierd that it drops to 30 and nothing below like there is some sort of cap on it?

It is quite possible a bottleneck but i though my cpu had to be at 100?

Anyone had any experience with this or an understand why this is happening to me? All suggestions welcome. Any futher Questions just ask.

EDIT: oh and im at 3.0ghz despite what my SIG says

EDIT: Youtube is taking forever. Ill bump with the video when its finished. (its been saying finished upload for 15mins now)

We almost have the exact same machine and resolution.

JC2 is a quad core game, but, the multithreading on 4 cores is extremely unoptimized, it's normal for me to drop down to 30 in shadowed areas as well or in areas where the scene contains quite a bit of buildings or shadows etc..

In summation, that's normal for the benchmarks I've seen of our hardware, and have experienced.

Just as the i get video uploaded haha. So you are saying it isnt my machine? its just poorly optimized?

Yup, We have essentially the exact same system, we're getting the same results in JC2, and most benchmarks coalesce with the performance we're getting, and also show the game's quad core support is weak at best.

I'm also looking at an i5-2500k + a BIOSTAR TP67XE (B3) + custom cooler to at least hit 4.5 on.

I've already got it all worked out after extensive research/benchmarks.

Just need the cash, going to make some for sale threads soon.

I have the money just want to move out first so I was gonna wait to see how my rig handled battlefield. But if I'm getting in optimized play already there is no point waiting. Probabaly just pick up a 2500k and asus z68 pro in a week or 2. Then if the beta destroys my 560ti I'll get another and sli for smoothness

I think it sounds like a v-sync problem.

If you're doing it via the game, try it via the NVCP instead. Try throwing on triple-buffering as well. If you were already doing it via NVCP, try it in the game instead. DO NOT turn it on in both places.

If neither of those work, try D3Doverrider ... it's a stand-alone app in the Rivatuner installer. You can install RT, grab the d3doverrider folder and rename/move it, then remove RT, and just run the d3doverrider.exe from the new folder. Try that with and without triple buffering.

I'm almost certain one of these available approaches to v-sync will do the trick.
