I read it all, Power and water not being an issue doesn't change much... There has to be some sort of supply line, so It's hard for me to see how enough distilled water for a loop is that much to ship(a cubed meter, is enough for years...). Not paying for power is a plus, but still. Your best bet is to look into lab equipment(like you have been), brewing equipment(which where you are might be a good thing), or just dealing with slightly lower grade "distilled" and running it through a couple of coffee makers that you keep clean and sealed.
