It's glue with some thermal conductive properties. It's as permanent as any glue however if you apply just a spot in the corner of the chip you can easily pry them off later.

Its epoxy glue.

Its not permanent, but PITA to get out - unless you're frequently removing your heatsink, you don't need to be concerned about it until you decide to resell your card, and when the time comes just blow it with a hair dyer and give it a little push.
