I'm horribly sleep deprived at the moment, so excuse me if I'm wrong.

But from what I understand, he's simply just worried about his CPU multiplier changing.

This is called "SpeedStep"
It's a power saving feature that downclocks your CPU when in an idle (or low stress usage) to save power and increase the chips lifespan.

Nothing to worry about.

Still my pc is not stable at 3.37 ghz but it is stable at 3.21 ghz and do i need any extra cooler?

What would your temperatures be? unless you've added that much extra voltage i dont see you hitting that high of voltage... but the highest ive seen in a screenshot was 1.12 at 3.2ghz. even under stock HSF i would think that should be ok.

What kind of temperatures are we looking at?

How to check temperature and at 3.37 ghz my voltage was 1.128 and now @ 3.21 to the same volt but it changes I think
