Hmm, seems like Codemaster got plenty of problems with supporting the various wheels and controllers:

Try deleting the hardware settings and hardware info folders in the Dirt 3 folder in My Documents.

As for the controller, uninstall any drivers you've installed and try using Driver Sweeper to remove any remaining drivers for the controller.
After rebooting, follow this tutorial to setup your device installation settings. You'll probably want to set it up as shown in "5".
Once you do that, plug in the 360 controller and watch for it to install the driver. Once it does, run Windows Update to make sure you have the latest driver.
Then try Dirt 3 again.

Tried to use the preset keyboard settings, and then set the controller up as an unofficial supported one (in game, not with 3rd part program as that sucks). But also here it got stuck at accelerating, so must be the game that needs an update. Unfortely as of the current hacker attack on Codemaster as well as lots of other problems with the game it self, I fear this is just 1 of many problems for them.

My 360 pad works absolutely fine with every game that supports it including DiRT 3. I've never installed any drivers for it, just plugged it in and was good to go.
Try going to Control Panel>Hardware and sound>Devices and Printers and your pad should show up in there you can then right click on it and select Game controller settings and have look make sure everything is as normal.

I use a wireless XB360 controller and wireless XB360 headset with my PC and never had any problems in the games I play. Sounds like a botched driver. I'd uninstall the device from device manager, plug it in and then let windows do the work.
