with rasa with gpu cooling, it's about $361 after shipping and taxes.
Custom Loop:

Well, you should be careful. while a single 360 does work sufficiently for a gpu+cpu, you won't be able to really push hard overclocks on your sys. To be honest, both those systems are quite similar and will do you about the same. (makes sure to get fresh tubing if you get the kit). So it is really up to personal preference on this one.

Both have the rasa gpu, thermochill, and enzotech heatsinks. My 570 probably wont be oc'd at all.. I'm putting it under water to shut it up.

If you are competent enough to build your own custom loop (looks like you are), you should. I would just change the RS360 to RX360.

going to RX360 makes it too much, and then I get same thing as the rasa kit anyways (minus the cpu block). I was going to do an amazing high high end loop last year but things came up and I didn't have the money anymore, so now I should have the money and am trying to get get back up to date with what's good and bad.

This. And yes a single rx360 is enough to cool a single cpu and a single gpu with PLENTY of overclocking head room.

it's like a 20 dollar difference for the RX... if you're on that tight of a budget, you probably shouldn't be sinking it into a computer but building a savings for real life things. This is a "squander disposible income" hobby

I can afford the rx but I'd rather stick to my limit. so it comes down rx360 + rasa cpu block, or rs360 + supreme LF (not HF) block.

I have the RS360 and it does the job cooling 1 580 @ 1ghz and 2500k @ 5.2ghz. I'm adding in my second 580 this week so I'll be adding in a RX240. RS360 is enough for 1 CPU+1GPU. I get like 50c max on the GPU and 75c on the CPU under stress
