I was doing a Kombuster test and looked at gtx460s. I seen someone had like 1.2ghzcore 2.2 shader. 2.4 mem. And he had 2 of them. Like WOW. I'm assuming this guy had liquid cooling?

Water or better. Those are some high clocks so it may have been something even cooler such as Dice, SS or LN2

For 2.4 mem he probably had one of the LHC radiators on it.
