HD5850 Temptature/Web Browsing problem

I don't know if this is an issue with my card or just the card itself, but my GPU idles at 36-38c, and when browsing the web, idles at 42-45c... But often after a while of web browsing, the temperature will get stuck at 46-50c, and when I try to load up anything like a game, it will take much more longer for it to load than usual. My only current solution to this is to put the computer to sleep and wake it up right after, which will make everything normal again, but it'll eventually just do it again, and I'd have to repeat the step...

Anyone know why it does this and how to permanently fix it?

Do any of the websites have flash on them? If they do, your GPU is clocked up (from 157MHz to 400MHz) to ensure they run smoothly.

If you mean websites with a bunch of ads and other webbly detail, than yeah... that would be just about most of the internet.

Is that what is really causing it? Why does it stay stuck even after I exit my browser? Anyway to fix that?

If the ads and "webbly detail" use Flash then yes. Get GPUZ and monitor Core speeds.

GPU idle (36-38c)
Core: 156 MHz
Memory: 300 MHz

GPU browsing (42-45c)
Core: 399 MHz
Memory: 900 MHz

GPU browsing/temperature glitch (47-50c)
Core: 724 MHz
Memory: 1000 MHz

The problem is that even when I exit out of my browser it stays like that. It makes all hardware rendered things load much slower. Only way to temporarily bring it back to normal is to shutdown, restart, or sleep (sleep being the quickest way).
