PCI-e 3.0 is still pretty unused now. Even current gen GPUs haven made use of the full bandwidth the PCI-e 2.0 is capable of delivering. PCI-e 3.0 won't be the market standard till 2 years later imo.

The Fatal1ty board looks pretty good. I would also recommend the Sabertooth, Maximus and the Gigabyte boards (for OCing)
