2600k acting weird?

So my 2600K right after I boot my computer it acts like it should be, idling at 1.6 Ghz with very minor spikes when I open something, but when I game for a bit and I exit whatever game I was in, its the oposite, stays most of the time at 3.7 - 3.8 Ghz with some spikes at 1.6 Ghz?

When I use prime its the same too

Whats wrong with it ?

not sure what you mean, it downclocks when it's under light load or idle doesn't it?

Does the multi drop while under load in prime?

Its turbo. Downclocks when idle and goes on turbo when under load.

I know the function of turbo, my point is that after gaming it doesnt downclock like before, It stays most of the time at 3.7 - 3.8 Ghz at Idle until I restart my computer.
