How do u came to the conclusion that the CPU is bottlenecking you ? and what games did u try ?
If the previous one wasn't bottlenecked than the new one sure can't be bottlenecked... Did you change drivers in-between the two cards? If so, try to go back with the one you used on the old card. Are there peaks where it goes to 100% or is it always below that?

There's no way dat CPU at 4.3Ghz can bottleneck a Mid range GPU like the 560. I use an i7 960 at stock with GTX 580 SLI and I did not bottleneck them.

Even though i5 650 is dual core, it can do four threads. And at 4.3GHz at 1920x1080, it should not bottleneck a GTX560 Ti, generally speaking.

I suggest doing a few game benchmarks to establish a graph like the one shown below. By doing this kind of CPU scaling, it is the most certain way to determine if the CPU is bottlenecking a certain graphics card with a certain game at a certain resolution/details level.

If the curve is leveling off (with a zero slope), then it is not bottlenecking.
If the curve has a slope, then it is very likely bottlenecking. The larger the slope, the bigger the BN is.

really?

run the same benchmark several times with different CPU clock speeds

You do it for yourself.

Run a game benchmark (Metro 2033, Stalker...etc) with the CPU at stock 3.2GHz and record down the fps.
Re-run again with CPU at 3.4, 3.6, 3.8, 4.0, 4.3GHz.
Then you can plot such a graph.

Do this for several games' benchmark and you can have a fairly good picture of your CPU+GPU combo.

my i3 4.0ghz is bottlenecking too... on cod..

so i think dual cores is a problem though
i have i3 4ghz

soon i'll get amd phenom x6 or x4
