It's some sort of value squared, I thought. It's not fully exponential, no, but it's commonly said to be more of an exponential type of increase than a linear one.

For C=4 & V=1.3 we have:
P=130(4/2.66)(1.3/1.2)²=229.4 W

NOTE:the actual power draw at stock( Po)may be lower than nominal TDP.

For an approximation I spose. OTOH, it should be noted that TDP is not an electrical measurement at all, it is the maximum thermal limit the CPU may operate at at stock conditions. I.e. an LGA1366 Nehalem at stock is permitted to need to dissipate a maximum of 130W of heat.
