Is there any non-conductive liquid to truly make water-cooling completely risk-free?

Does anyone here know?

Thanks.

Liquids like PC ICE are non conductive. Problems can arise when the liquids become contaminated. There's no 100% risk free solution, but in heavy overclocking cases the risk is worth the gain. Distilled water can become ionized over time.

Proper installation, leak testing, and maintenance is essential.

This too. No bio-critters in the cooling system.

Mineral oil is in inferior coolant to distilled water.
