24" will be 1900x1200 probs so GTX 580 should be fine
with a i5 2500K
8Gb DDR3 Corsair RAM
Asus Z68 Deluxe mobo
Corsair 750W PSU
also can put a 120GB OCZ Vetex 3 SSD if you want.

Don't get a Vertex 3.
There have been numerous issues such as failure to boot into the OS and other booting problems with it's firmware.

1900x1200 on 24"? That sounds like one fancy 24" monitor.
I would get the following (prices after tax)
CPU: i5-2500k (~$200)
MoBo: Asus P8P67 Pro (~185)
PSU: HX850 (~185)
GPU: GTX560 2GB (~230)
Case: Antec 900 (~100)
HDD: 1TB F3 Spinpoint (~60)
SSD: OCZ Vertex II 120GB (or an Intel 120GB) (~185)
CPU Cooler: Cooler Master Hyper 212+ (~30)
RAM: 8GB (2x4GB) G.Skill Ripjaw X DDR3 1600 (~65)

The total for all the main parts is roughly $1250 depending on the deals you find, taxes you pay, and sites you buy from. This leaves you with ~250 for a monitor of your choice (Samsung is always a good brand) and anything else you may need. If you are looking to cut money from the above listed parts, you could drop down to a lower-quality PSU (HX850 is one of the most highly rated, and thus expensive ones) and save yourself almost $100. Also, an SSD isn't necessary, but with a budget of $1500 I would try to incorporate one. You could opt for a smaller size one (64-80GB) that would still hold your OS and quite a few games, saving you another ~$85.

This is my recommended build:

CAS: SilverStone Raven RV02-E ~ $190
MBO: ASUS P8P67 Pro (Rev 3.1) ~ $170
CPU: Intel Core i5 2500K 3.3GHz ~ $220
CLR: Noctua NH-D14 ~ $90
GPU: ASUS DirectCU II 2GB 6950 ~ $290
RAM: 2x4GB G.Skill RipJaws X 1600MHz CL9 ~ $60
HDD: Samsung SpinPoint F3 1TB ~ $60
PSU: SeaSonic X-Series 560w 80+ Gold ~ $127
DVD: ASUS 24x DVD burner ~ $21
Mon: ASUS VH242H 23.6" 1080p LED backlit (w/ speakers) ~ $190
(Links are from NewEgg so you'd have to find these at the store you use)

Total $1417. I think that's a pretty solid build. The monitor is just a placeholder, I'm not necessarily recommending that model.
