Help! Safe Overclock: Asus M4A78-E + AMD Phenom II X4 B55

Hi everyone!

I'm starting with this OC. I've been testing programs such as AMD OverDrive (AMD) and Turbo V (from Asus).
All of this works, and it applies perfectly. My idea is to get a good OC in one of these programs better with AMD OverDrive, and once you have, put them in the MB directly.
The problem is not exactly what should be the voltage that should not put hot or spoilage, and to get a 4Ghz OC.

Asus M4A78-E
AMD Phenom II X2 555 BE -> AMD Phenom II X4 B55
3GB DDR2 Ram, but this does not interest me.

Oh! I forgot ...
I have been reading many forums.
In the end, users say the AMD Cool'n'Quiet is the enemy of overclockers, and so on.
I do not understand because it is a very useful tool.

Normally, my PC is at 803Mhz -> 36 º
When playing Medal of Honor (2010) HIGH, 3211Mhz -> 45 º
All this, with a CoolerMaster V8

I have tried doing this with my chip.. I can only get to 4.0 on 2 cores.
If i have 4 enabled, even at 1.45v i cant get it past 3.4 GHz, which is what i run 24/7

Try getting it around 3.6 first, then if your stable @ 1.4v, Try 3.8 @ 1.45
I wouldnt go past 1.45v no matter what.. Really the B55 is a bad chip for OCing.

You shouldnt have any problem getting it to 4.0 on two cores though..

CPU Multiplier set to 20x to achieve 4ghz (1.45v)
CPU-NB set to 2800mhz (1.4v)
HT-LINK same as first setting, keep it close to 2000mhz
RAM Ratio 1:4 to achieve 1600mhz Command Rate 1T
