Were there any settings that you did not use? I mean, did you only use the red settings?

Also, did you use your memory's speed, your memory's timings, and your memory's voltage?

You have to use the red settings while taking into consideration what I typed.

For example, these red settings have exceptions noted:
  • Memory Frequency: DDR3-1866MHz (except, use your memory speed if it's different)
  • DRAM Timing Control: 9-11-9-29-1T (use your timings if it's different)
  • DRAM Voltage: 1.5000V (use your voltage if it's different. If it's 1.65V, then set your VCCIO Voltage to at least 1.15000V)
  • VCCSA Voltage: 0.92500V (you can use Auto)
  • VCCIO Voltage: 1.13125V (You can use Auto)

Did you even use a multi of 48, and a CPU Offset Voltage of +0.040?

I mean, if so then you shouldn't have. I mentioned before that you should find your own settings for the black ones.

I tried 45 and manual voltage like someone mentioned above. I tried 1.325 volts. But either way, when I boot up windows it's still showing me running at 3.4.. Like I haven't changed anything

In CPU-Z?

Windows itself will never show the overclock because we are not adjusting the BCLK.

Please use LLC at Ultra High. Then load Windows and open Core Temp and tell me what your VID is. If it fluctuates, then tell me all of the VIDs it shows.
