sounds like a weird issue my brothers computer was having, he rolled back to 266.58 drivers and it cleared it right up

I don't have a single virus on my pc.
OMG, Thanks a million everybody, I will try uninstalling gamerOSD and rolling back my drivers to 266.58. I will give an update later.

UPDATE: I was using the 280 beta nvidia drivers and after uninstalling I reinstalled my old 275.33 drivers which have solved my problem. Everything is running excellent and fully maxed out even Crysis 1.
I am able to alt tab instantly out of games and also back into games.
Here is a video of how well gta iv runs now:


The bad quality is because of converting it to a smaller file.

I know you solved it, but keep in mind the issue was most likely the GPU downclocking to 405MHz. All those who recommended 266.58, NO. Doesn't work on 560Ti. @OP - I highly recommend you go to 266.66 - solves all this downclocking stuff.

I didn't install the 266.58 drivers, I installed the 275.33 driver which solved my problem so I don't think there is any downclocking.

Good thing you didn't try the 266.58's they would not install on your 560Ti.
When I was at 275.33 I had downclocking. If it happens again revert to 266.66.
