GTS-450 Horizontal Lines

I just finished building my new computer and occasionally I get some horizontal lines at boot up. They are their until I reboot and then it is fine. It usually only does it when I boot it up after the PSU has been off. It has happened once on a reboot. When it boots correctly it works flawlessly. I have run Furmark and did not have any artifacts. I have also run Team Fortress 2 and Portal with no problems at max settings. I know it is not the motherboard since I already did an RMA on the first one for a different problem, but it did happen on my first mobo as well. I do not get any error codes from the mobo when it happens either. I also don't think its the card since it works flawlessly when it boots up right and I had a friend test it and he didn't have any problems. Do you think its my power supply not kicking in fast enough.

The power supply it a cooler master GX650
Gigabyte 990fxa-ud5 mobo
G-Skill eco 1600 ram
Phenom II 965

The lines also do not go all the way across the screen. They are short random lines that are usually pink. It also looks like the resolution was lowered.

Any ideas on what the problem would be.

Have you tried testing the moniter? it might be the problem

I had the monitor on a different system before and it was fine also turning the monitor off and back on does not fix the problem when it happens. Although I didn't try unplugging it because it does not actually turn all the way off it has touch buttons that turn it off and not a physical button.

hmm. is that build under your post ur real build? cuz the graphics is pretty old and may have just ''olded'' out.

Firstly I'd like to say that the PSU isn't what we'd consider a good one, but nonetheless should not be the cause of your problems.

I know its not that good of a PSU which is why I thought it might be what was causing the problem. The only other thing I could think of is that the bios in the mobo might need to be updated.

Well after checking the BIOS I saw an Init Display First setting and it was set to PCI so I'm going to set it to PEG(pci-e) and see if that fixes it. I also updated the BIOS.
